WEPCo Limited and Cardiff and Vale College (CAVC) are working in partnership on the development of two new campuses in the Vale of Glamorgan. The project will replace CAVC’s current Barry Campus with new campuses on Barry Waterfront and an Advanced Technology Centre at Cardiff Airport.
Cardiff and Vale College is one of the UK’s largest further education institutions with around 30,000 full time equivalent students. The project is the Pathfinder Further Education project under the Welsh Government’s Mutual Investment Model (MIM). The new facilities will provide a mixture of traditional academic and vocational places, across a range of subjects, as well as facilities for the local community and businesses.
Barry Waterfront Campus (BWC)
The c. 6,000 sqm Barry Waterfront Campus (BWC) will accommodate up to 855 students within a ‘state of the art’ further education facility and community college. The site will play a pivotal role in continuing the regeneration of the Barry Waterfront area. Space will include classrooms, a wellbeing gym and active street frontages open to the public for Hair and Beauty and Hospitality and Catering.

Advanced Technology Centre (ATC)
The c. 13,000 sqm Advanced Technology Centre (ATC) will accommodate up to 1,896 learners, close to CAVC’s existing International Centre for Aerospace Training (ICAT), which is being retained. Alongside classrooms and laboratories, the building will include a Higher Education Business Centre, lecture theatre and workshops for building services, green technologies, construction, engineering and motor vehicles (including EV). The campus will focus on key growth areas, including artificial intelligence, composites, rapid prototyping, advanced design, electronics and net-zero carbon technologies.

Both projects aspire to achieve Net Zero Carbon in operation and BREEAM Excellent.
Project Development Update
WEPCo Limited and Cardiff and Vale College (as joint Applicant) are intending to apply for planning permission to the Vale of Glamorgan Council for the two new developments, the Barry Waterfront Campus and Advanced Technology Centre, Cardiff Airport, Rhoose.
Formal pre-application consultation (PAC) on the two planning applications commenced on the 18th January 2024 and will end on the 16th February 2024.

During this period you are provided with the opportunity to comment directly on the draft application prior to its submission to the Vale of Glamorgan Council as the local planning authority (LPA).
The subsequent planning application will be publicised by the relevant LPA and any comments provided in response to the draft application will not prejudice your ability to make representations to the LPA on the related planning application. You should note that any comments submitted may be placed on the public file.
