Mae WEPCo Limited a Gwasanaethau Addysg a Chynhwysiant Rhondda Cynon Taf yn bwriadu gwneud cais am ganiatâd cynllunio (fel ymgeiswyr ar y cyd) i Gyngor Bwrdeistref Sirol Rhondda Cynon Taf ar gyfer y canlynol:

“Dymchwel adeiladau presennol Ysgol Gynradd Pen-y-gawsi ac adeiladu ysgol Carbon Sero-Net newydd, sy’n cynnwys cyfleusterau dosbarth meithrin a chyfleusterau ysgol gynradd gan gynnwys cyfleusterau chwaraeon, mynedfeydd i gerbydau, cerddwyr a beicwyr, lleoedd parcio i geir a beiciau, tirlunio, Systemau Draenio Trefol Cynaliadwy a seilwaith cysylltiedig.”

Dechreuodd ymgynghoriad ffurfiol cyn cyflwyno cais (PAC) ar gais cynllunio drafft Ysgol Gynradd Pen-y-gawsi ar 25 Hydref 2021 a bydd yn dod i ben ar 24 Tachwedd 2021.

Mae copïau o’r dogfennau cais cynllunio drafft gan gynnwys y cais arfaethedig, y cynlluniau a’r dogfennau ategol ar gael i’w gweld yma. Yn ystod y cyfnod yma cewch gyfle i gyflwyno sylwadau uniongyrchol i ni ar y cais drafft cyn iddo gael ei gyflwyno i Gyngor Bwrdeistref Sirol Rhondda Cynon Taf fel yr awdurdod cynllunio lleol (ACLl).

Ar ôl cwblhau’r cyfnod ymgynghori rydyn ni’n bwriadu cyflwyno cais cynllunio llawn i’r ACLl. Yna bydd y Cyngor yn rhoi cyhoeddusrwydd i’r cais cynllunio rydyn ni wedi’i gyflwyno a bydd cyfle ichi wneud sylwadau eto ar y cynigion. Ni fydd unrhyw sylwadau rydych chi’n eu cyflwyno mewn ymateb i’r cais drafft yn cael effaith negyddol ar eich hawl i gyflwyno sylwadau i’r ACLl ar y cais cynllunio a gyflwynir. Dylech chi nodi bod modd rhoi unrhyw sylwadau rydych chi’n eu cyflwyno yn y ffeil gyhoeddus.

Rhaid i unrhyw un sy’n dymuno cyflwyno sylwadau am y datblygiad arfaethedig ysgrifennu at yr ymgeisydd / asiant trwy e-bost YsgolGynraddPen-y-gawsi@arup.com neu trwy’r post at Arup, Ysgol Gynradd Pen-y-gawsi, 4ydd Llawr, 4 Pierhead Street, Caerdydd CF10 4QP erbyn 24 Tachwedd 2021.

Bydd sesiwn galw heibio i’r gymuned yn cael ei threfnu fel bod modd i drigolion ddweud eu dweud yn bersonol. Bydd cynlluniau’r ysgol newydd yn cael eu harddangos, a bydd Swyddogion y Cyngor a WEPCo yn bresennol i ateb unrhyw gwestiynau. Bydd manylion y sesiwn galw heibio yn cael eu rhannu maes o law ar wefan Cyngor Rhondda Cynon Taf.

Yn ogystal, bydd cynlluniau’r ysgol newydd yn cael eu harddangos yn Llyfrgell Gymuned Llantrisant, Canolfan Hamdden Llantrisant, Parc Southgate, Pont-y-clun, CF72 8DJ.

WEPCo Limited and Rhondda Cynon Taf Education and Inclusion Services (as joint Applicant) are intending to apply for planning permission to Rhondda Cynon Taf County Borough Council (RCTCBC) for the following:

“Demolition of the existing Penygawsi Primary School buildings and provision of a new Net Zero Carbon in operation school including nursery and primary school provision and associated school sports facilities, vehicular, pedestrian and cycle accesses, car and cycle parking, landscaping, Sustainable Urban Drainage and associated infrastructure.”

Formal pre-application consultation (PAC) on the draft Penygawsi Primary School planning application commenced on the 25 October 2021 and will end on the 24 November 2021.

Copies of the draft planning application documents including the proposed application, the plans and supporting documents are available to view here and during this period you are provided with the opportunity to comment directly to us on the draft application prior to its submission to RCTCBC as the local planning authority (LPA).

Following the completion of the PAC period we intend to submit a full planning application to the LPA. The planning application submitted by us will then be publicised by the Council and you will be given the opportunity to again comment on the proposals. Any comments provided in response to the draft application to us will not prejudice your ability to make representations to the LPA on the planning application submitted. You should note that any comments submitted may be placed on the public file.

Anyone who wishes to make representations about the proposed development must write to the applicant/agent via email penygawsiprimaryschool@arup.com or by post to Arup, Penygawsi Primary School, 4th Floor, 4 Pierhead Street, Cardiff CF10 4QP by 24 November 2021.

A community drop-in session will be organised so residents can have their say in person. Plans of the new school will be displayed, while Officers from the Council and WEPCo will be in attendance to answer any questions. Details of the drop-in session will be shared in due course on the Rhondda Cynon Taf website.

In addition, plans of the new school will be displayed at Llantrisant Community Library, Llantrisant Leisure Centre, Southgate Park, Pontyclun, CF72 8DJ.
