Since its establishment in 2020, WEPCo has been driven by a clear mission: to deliver high-quality, sustainable education infrastructure that leaves every community better than we found it. Our inaugural Social Value Impact Report marks an important milestone – capturing the positive, long-lasting change created across Wales through our partnerships, projects, and community investment.

At the heart of our approach is a simple belief that public infrastructure should create meaningful social, environmental, and economic value. Across every stage of development – from early design to construction and the 25-year operational phase – we embed community benefit into our programme. This commitment is strengthened through our Strategic Partnership Agreement and reflected in the values shared by our shareholders, Meridiam and the Development Bank of Wales.

Our first projects, including the flagship Mynydd Isa Campus in Flintshire and three primary schools in Rhondda Cynon Taf, set a new benchmark for Net Zero Carbon in Operation design. Delivered with our construction and supply chain partners, these schools showcase sustainable innovation such as extensive rooftop solar generation, BREEAM Excellent standards, low-carbon technologies, active travel facilities, and nature-led drainage solutions. Beyond environmental performance, these buildings now serve as inspiring, future-ready learning environments that engage young people in climate literacy and STEM exploration.

Supporting future generations is a core focus of our work. Initiatives such as the WEPAcademi, Project Cynefin and Morgan Sindall’s Knowledge Quad have provided hands-on learning, skills development and career inspiration to pupils, students, and professionals across Wales. Through creative workshops, carbon literacy sessions, construction challenges and heritage-based design projects, we are helping to shape the next generation of innovators and problem-solvers.

Our commitment to local benefit is reflected throughout our supply chain. We prioritise local employment, upskilling, and SME engagement to ensure investment remains within the communities we serve. Meet the Buyer events, social enterprise involvement, and ongoing mentoring support have helped smaller businesses connect with opportunities and strengthen their capabilities.

WEPCo’s dedication to inclusion and long-term community relationships also sits at the centre of our work. We continue to champion diversity within our teams, provide meaningful placements, and support partners such as Tŷ Hafan through annual volunteering and ongoing contributions.

As we look ahead, our priorities include enhancing gender equality initiatives, expanding community benefit programmes, developing transparent reporting frameworks, and deepening collaboration across our supply chain. Together, we remain committed to delivering infrastructure that not only performs – but makes a lasting difference to people, places, and the planet.
