  • Community Benefits
    WEPCo is dedicated to creating and delivering tailored, lasting, and meaningful benefits to every community it serves. In collaboration with the project’s design team, construction supply chain, and FM supply chain, WEPCo ensures community benefits are realised throughout the project development, construction, and the 25-year operational phase.   • Design Services
    WEPCo assembles a tailored design team for each project, leveraging insights gained throughout the programme to create designs from RIBA Stage 2 to RIBA Stage 4 and securing statutory approvals. The design team are novated from WEPCo to ProjectCo at the point of Financial Close to ensure ongoing quality control through construction.

  • Project Financing
    WEPCo secures project financing for each project for the construction and 25-year operational period. Drawing on market experience and expertise this provides WEPCo aligns the financial model with the project’s objectives, ensuring long-term sustainability and value for all parties involved.

  • Quality Assurance Roles
    Working with each Local Authority and Further Education Institute, WEPCo jointly appoints independent specialists to provide oversight and assurance on quality standards. These roles include Independent Commissioning Manager, Clerk of Works and M&E Commissioning Manager. WEPCo works with all three specialists through the design, construction and operational stages to ensure the desired high-quality buildings are delivered and maintained over time.

  • Local Authorities and Further Education Institutes
    WEPCo works closely with local authorities and further education institutions across Wales to help design, construction, operate and maintain buildings that meet both educational and operational needs. We create high-quality facilities that foster aspiration and support academic success.

  • Construction Supply Chain
    This state-of-the-art project financing helps to reduce risk in the supply chain and provides construction companies with peace of mind when it comes to project security and payment.
    Our priority is to engage local companies on all WEPCo-led projects, which is why we provide assistance with upskilling workforces and support knowledge sharing throughout our supply chain.

  • Facilities Management
    WEPCo’s facilities are maintained and operated by ProjectCo for 25 years following completion of the construction works. These long-term relationships are essential to the success of each project. As such, WEPCo engages Facilities Management companies at the earliest opportunity during the project design development stage to ensure sustainable and value for money lifecycle and maintenance principles are embedded into the design philosophy of each project. Working closely with each Local Authority and Further Education Institute, WEPCo and the FM provider ensures that individual operational need is considered at the outset and built into the project delivery strategy.

  • Welsh Education Sector and the wider community
    WEPCo has been created by Welsh Government and we have a responsibility to Wales and share the lessons we learn while developing education infrastructure along the way. This is shared in a variety of ways through events, conferences and wider public engagement with our activities. In addition we are committed to promoting Equality, Diversity and Inclusion throughout the sector and delivering on the Wellbeing for Future Generations Act.
